Administration
A program of the kind outlined above would require competent, discerning,
and cost-effective administration, hardly typical of higher education.
It would require a larger view of what it means to be qualified
to teach than mere possession of academic credentials. It would
require discerning judgment about young people and their capabilities
and potentials. For these reasons, I think that any such program
ought to be run by a resourceful, agile, and well-connected nonprofit
organization or a consortium of such organizations.
